Mikey, I've been able to pass fine with no downstream o2 sensor (CEL code 21). I just reset the ECU before going, and drive real hard for 5 mins on the way. The last place was a test-only place too. I think just driving really hard for 5 mins (for me it was more like 3) will gather enough data, because they hooked it up to my ECU and it passed fine.
