It's not for registering the cable, but the software. If you only want a OBD2 cable and don't need the PDA software from digital tuning, then its fine. I guess I just assumed people would want the pocketlogger software too. But yes the cable will work fine without registering if you wanted to use it for something else.

This fee puts your name in the DB and gets you a new registration code. Also, the $25 fee covers support if you have problems getting it to work.
