Someone has to have seen when there is a intercooler piping that is normal size they have to a HUGE pipe back down to normal. What is the purpose of it and what is it called?

Really not sure what you are asking, but there are reasons for different size piping.
For example, with Hahns setup the hot pipe is 2.25" while the cold pipe is 2.5" This was designed this way to help compress the outgoing air charge into the intercooler as you lose some pressure in the IC core.
