Okay, I've been looking for a 95-99 base manual trans, but I have seen a few places where people say to look for an '02, is this true? How is it better? Thanks

The '02 has a hydraulic set-up (vs a cable pull on the earlier tranny's). It is also said to have a stronger case and, I believe there are some gears that are stronger.

Turbo. 15psi at the moment. I plan to run up to 22ish

get the 3.55 then. read this: http://faq.neons.org/faq/FAQ_OEM.html#MTX

the base model SOHC models (the majority) of the neon is what you're wanting. Easy to find.
