No, vacuum lines would not cause this type of problem. White smoke is typically related to burning coolant; And oil definitely should not be coming out of your wastegate. It sounds like this turbo kit was just installed? As previously asked, how old is the turbo and how is it cooled? It sounds like you could have some bad seals in the turbo. Make sure that your drain line is not blocked and that your oil pressure feeding the turbo isn't too high.
