#100382, "Low Fuel Pressure"

I just installed an stage 2 HRC kit on my '99 GS. I have it up & running, but I can't get my fuel pressure up. I have cranked the center screw in on the Cartech and I can't get my fuel pressure to go above 40psi when idling. I can tell when I try to drive it that I'm not building more pressure because my wideband goes way lean. I have checked and double checked vac leaks and fixed the only one I found. I know that both pumps are running, checked to make sure that there aren't any kinks in the links and I also replaced the fuel filter. I have 270 CC injectors to install, but wanted to get it up & running correctly before I swapped out my stockers. As long as I'm not boosting the car runs fine. I was having trouble getting the car started before, then I swapped out the HRC black box for a missing link and it fired right up. I'm going to reset the computer again tomorrow, but I don't that has anything to do with my fuel pressure. Any ideas on where to go from here??
