Not the hole doesn't need to line up with anythign there is a ring round the inside of the fitting that will allow fluid in.

The torque spec is something small, like 20 ft-lbs. I did it by hand, do NOT over torque or it will snap (trust me I know, I've seen it snap.) When I'm home i might be able to get the spec for you.
