Rreaction time does matter when you want to win a heads up race too. If you're lining up against a viper it doesn't matter, but if you're lining up against something close to your car's performance, every hundredth of a second counts (or thousandth! I've won and lost races by several thousandths)
I've beaten a bunch of cars that were a bit faster than me all because of reaction time
