Not sure if that's true or not... ;)
But yeah that's pretty much how ABS works... you compare the speed of each wheel... if one or all are getting close to locking up, as determined by the rate of decel, and the speed, then the system compensates for this by doing the old ABS on-off pressure trickery... ;)
